To make up for lack of professional services by lawyers, judicial scrivener and social workers, Japanese Health, Labour and Welfare Ministry has launched projects to generalize the guardianship amending of Act for the Welfare of the Aged. Citizen guardianship by community residents is still small in number, but has beneficial features like frequent visit to wards' home to check their life and contribute to community-based welfare. The practices are based on Civil Code and are related several welfare laws or others and judicial fields. Therefore, seamless coordination is important in its implementation.
