There are ambiguities in multicultural settings triggered by a combination of things such as cross culture, multiculturalism or multicultural communications. Japanese and some local governments have drawn up or developed measures and policies for foreigners out of multicultural respect. However, those are still developing methods and environmental consideration for learning or mastering Japanese language, and there are needs of social work for daily life of foreigners in local communities. Social work approach has points of view of persons as community dwellers and sees needs of community development with supports form Non-Profitable Organisations.
