Takeda（2005） gave suggestions about the "seven powers" which are needed for citizens in information society. Our study started at making the concept of "seven powers" as clear as possible. After we made some review meetings, we made some survey items for self evaluation scale of the "seven powers". Some investigation was made, and many improvements on our scale was done.
