Subjects consisted of 223 nursing manager working in general public hospital of Beijing, China. Content validities of 14 scales were established through a rating of each item of the questionnaire by five nursing managers and two researchers. The reliabilities showed rate from 0.806 to 0.902 for the 14 scales.
