To provide relevant background, this paper reviews the history of the enactment of Japan’s three city planning laws aimed at revitalizing waning city centers and traces the state of the local economy in the period of interest to assess the outcomes of the laws. The paper also describes the rationale for suburban location regulation and reports findings of the analysis of the fundamental factors that have contributed to the decline of city centers, namely urban transport, land prices, and price adjustment and vacancy rates. Regarding practical implications, this research intends to provide material that will contribute to city revitalization efforts in the form of city center decline countermeasures.
