 note = {application/pdf, 2016年の熊本地震は，（1）近代以降の地震災害の経験，（2）地元の民間研究組織（NPO法人熊本自然災害研究会，第1回研究会は1992年11月27日開催）や地震カタログ，研究書類による知識の発掘と共有，（3）中央政府によるハザードマップ作成などの被害予想・警鐘，（4）熊本県や熊本市，益城町といった地方自治体による耐震化施策の進行の四つの蓄積があった地域で発生した。いわば想定される事態が蓄積にもとづく想定に沿って生じたにもかかわらず，（5）「まさか，熊本では」「前代未聞の「前震」」「余震経験則 通用せず」などと，蓄積されていたはずの内容が「想定外」だと語られている点で特徴的である。
そこで本研究では，防災・減災の実現のため，上記（1）から（4）の蓄積と（5）の「想定外」の語られ方の内容を整理し，惨事伝承の困難性，すなわち，「災害は忘れた時分にくる」（寺田寅彦のことばとされる）原因をリスクコミュニケーションの観点から考察する。, The 2016 Kumamoto Earthquakes occurred in the areas with the following aspects:
